Purpose: produce the
pr-full-ci-evidence-1a9eb97e…artifact authorizing the v0.44.0-beta.1 publish retry. main carries the failed-run evidence commit1a9eb97e(persisted by the release lane after run 33738567458 refused on not-yet-green main CI); publish-existing requires PR CI evidence for main's exact HEAD, so this PR runs the full matrix at that exact commit. Will be closed unmerged once green — main is already at this SHA; dev fast-forwards to it separately. Part of #1150.
